English version

Exchanging a foreign driving licence for a Korean one: recognised countries, what is waived, documents, certificate rules and avoiding mistakes

Last checked: 20 October 2026 · compared against 5 official sources opened that day

If you drove at home, you may not need to start from scratch in Korea. The Road Traffic Act lets holders of a foreign licence skip part of the licensing tests and receive a Korean licence. What is waived depends on the issuing country and your residence status, and the document rules are strict. We checked the current Road Traffic Act and Decree, the National Police Agency notice on recognised countries and the Korea Road Traffic Authority (KoROAD) exchange guidance on 20 October 2026.

Two ways to drive in Korea

You can drive on an international driving permit or a mutually recognised foreign licence for a limited time, or you can hold a Korean licence, either by passing all the tests or by exchanging a foreign licence. Long-term residents eventually need a Korean licence, so this guide focuses on exchange; the full test route is covered in our written test guide.

An international permit lasts one year

Under Article 96 of the Road Traffic Act, an international driving permit or recognised foreign licence lets you drive the vehicle classes shown on it for one year from your entry into Korea, but not commercial passenger or freight vehicles (rental cars are allowed). Driving after that year without a Korean licence counts as unlicensed driving (Article 152), so prepare your exchange in time.

The legal basis for exchange

Article 84 allows part of the licensing tests to be waived for holders of a licence issued by a competent foreign authority. The licence must have been obtained while staying more than 90 days in the issuing country, and temporary or learner licences do not count (Article 84(2) and Decree Article 52). KoROAD may keep your foreign licence only if the issuing country asks for it or itself keeps Korean licences when exchanging them (Article 84(3), Decree Article 52(5)).

Recognised and non-recognised countries

A recognised country is one that waives every test except the aptitude test for Korean licence holders. The foreign ministry surveys this at least once a year and the National Police Agency publishes the list. With a licence from a recognised country you need only the aptitude (physical) test; otherwise you also take the 40-question written test, available in Korean, English, Chinese or Vietnamese. KoROAD says Oregon and Idaho licences need the written test despite US recognition, and New Zealand restricted licences, or full licences held for less than two years, also need it. The current notice on the Korean Law Information Center is National Police Agency Notice No. 2026-6 of 6 April 2026, while KoROAD's English page still cited a 22 November 2023 notice when we checked, so confirm your country with the test site or KoROAD before you go.

Statuses treated as recognised

Decree Article 52(2) treats licences held by people with diplomatic, official, agreement, intra-company transfer, investment, trade, professor, research, technical guidance, special activity (E-7) or overseas Korean (F-4) status, their spouses and their unmarried children under 19, as issued by a recognised country, so they need only the aptitude test. Countries with a mutual recognition agreement may have tests waived as the agreement provides.

Documents

KoROAD lists the original foreign licence; a passport showing your travel from the issuing country to Korea; proof of a stay of 90 days or more in the issuing country if it differs from your nationality; your residence card (or overseas Korean residence card); three colour photos (3.5 × 4.5 cm) taken within six months; an embassy certificate or apostille for the licence; and a certificate of entry and exit covering the years since your birth.

Embassy certificate and apostille rules

The certificate must be issued within one year before you apply, in Korean or English, by your embassy in Korea or the Korean embassy in your country, or as an apostille issued locally in a Convention country. If a copy of the licence is attached, it must show both sides. Signs of tampering such as staple marks, a damaged licence, mismatched names or birth dates without an explanatory embassy certificate, or a certificate stating the licence could not be verified can lead to extra requests or rejection.

On the day

Apply in person at any driver's licence test site; proxies are not accepted except for holders of foreign ministry ID cards. The steps are document review, the aptitude test (and the written test if needed), then issue. Apply by 17:00, or before 16:00 if you must sit the written test. The Mungyeong, Gangneung, Taebaek, Gwangyang, Chungju and Chuncheon sites have no physical test facility, so get the check at a nearby hospital first.

Fees and contacts

Issue fees and the physical test charge depend on the licence class and card type and can change, so we do not list them. Check KoROAD's safedriving.or.kr exchange page or call 1577-1120; KoROAD also lists foreign-language chat support through its KakaoTalk channel.

Common mistakes

Driving after your international permit's year has run out; missing proof of 90 days in the issuing country; bringing a certificate more than a year old; forgetting an old passport that holds the relevant entry stamps; and arriving too late in the day to sit the written test.
