Residence registration and address change reports: the 90-day and 15-day deadlines, reporting online on HiKorea, documents and penalties
Last checked: 20 October 2026 · compared against 7 official sources opened that day
Foreigners staying in Korea for more than 90 days have two basic reports to make: residence registration, done once, and an address change report, done every time they move. Both have legal deadlines, and missing them can lead to a fine. We rechecked the current Immigration Act, its Decree and Rules, and HiKorea's e-application pages on 20 October 2026.
Two different reports
Residence registration is your first registration with the immigration office; it gives you a registration number and a residence card. An address change report tells the authorities where you moved after you registered. Article 88-2 of the Immigration Act says that registration and address change reports take the place of the resident registration and move-in report that Korean citizens make, so this report is what landlords and public services rely on.
Registration within 90 days of entry
Under Article 31, anyone staying more than 90 days must register at the immigration office for their area within 90 days of entry; diplomats, staff of international organisations and their families are among the exemptions. HiKorea's registration page says you book a visit online (bookings are open 24 hours, until the day before the 90th day), bring your passport and one 3.5 × 4.5 cm colour photo plus status-specific documents, and wait about two to three weeks for the card. The fee needs checking: Article 72 of the current Enforcement Rules sets 35,000 won for issuing a residence card, while the HiKorea page we opened the same day still showed 30,000 won, so confirm the amount with the office or the 1345 contact center. Children under 17 may not be issued a card; when they turn 17 they must apply for one within 90 days.
Report a move within 15 days
Article 36 requires a registered foreigner who moves to report the new address within 15 days of moving in, either to the city, county, district or community office for the new address or to the immigration office. You hand in your residence card and the office writes the new address on it; holders of the mobile residence card who report online have the change stored in the mobile card instead. Treat even a change of flat number in the same building as a move.
14 days or 15?
Many websites, and a HiKorea Q&A written in 2008, still say 14 days. The current Article 36 and HiKorea's address change e-application both say 15 days. Fourteen days is correct for one group: overseas Koreans with F-4 status who hold a domestic residence report card must report a new residence within 14 days under Article 6 of the Act on the Immigration and Legal Status of Overseas Koreans.
Reporting online on HiKorea
Article 45 of the Enforcement Decree allows the report to be made online, and HiKorea has an "address change report" e-application. Applications are received on weekdays from 07:00 to 22:00, take three days to process online (a visit is handled on the spot), and are free, with results shown on your HiKorea My Page. A one-person household must report themselves, parents may report for children under 17, and a household head who registered F-3 dependants may report for the whole family. Once the 15 days have passed, the online route closes and you must visit the office. A fixed-date stamp for your lease deposit is a separate procedure done at the community service center.
Proof of address
HiKorea asks for your passport, residence card and proof of address. Article 49-3 of the Enforcement Rules lists a lease, a sales contract, or another document recognised by the Minister of Justice. HiKorea's registration guidance gives examples such as a lease, a certificate of accommodation provided, or a utility bill receipt. If you live in company housing or with a friend, ask the provider for an accommodation certificate before you move, and check that the address and the spelling of your name match your passport.
Other changes to report
Under Article 35 you must also report, within 15 days, changes to your name, sex, date of birth, nationality, or passport number, issue date or expiry. HiKorea says passport changes can be reported online free of charge, while name, birth date or sex changes need a visit.
If you are late
Failing to report a move can lead to a fine of up to 1 million won under Article 98, and HiKorea's guidance says the same. Failing to report other registration changes can lead to an administrative fine of up to 1 million won under Article 100(2), and false statements to up to 500,000 won. The actual amount depends on the circumstances, and the Minister may waive administrative fines. If you are late, report as soon as possible at the office so your address documents match when you next extend your stay.
Moving checklist
Before moving, get the lease or accommodation certificate and test your HiKorea login. On moving day, note the date and set a reminder for day 15 (day 14 for F-4 residence card holders). In the first week, report online or at the community or immigration office and check that the new address appears on your card. Afterwards, update your bank, phone company, health insurance and employer, and get a fixed-date stamp if you paid a deposit.
