Buying a car as a foreigner: registering it in your name, the 15-day transfer rule for used cars, acquisition tax and compulsory insurance
Last checked: 21 October 2026 · compared against 7 official sources opened that day
Buying a car in Korea does not end at the payment. The car must be registered in your name before it goes on the road, and compulsory insurance comes first. Registered foreigners follow the same procedure as Korean citizens. We checked the Motor Vehicle Management Act, the registration decree and rules, the compulsory insurance act and decree, the Local Tax Act and a city hall guide to transfers on 21 October 2026.
No registration, no driving
Article 5 of the Motor Vehicle Management Act bans driving a car (other than a motorcycle) before it is entered in the register, except under a temporary operation permit. A new car needs a first registration; a used car needs a transfer registration. There is no separate procedure for foreigners, but the office checks the place where the car is mainly kept, and Article 27 of the Registration Rules says this is confirmed for individuals through a resident register extract, a driving license or a certificate of alien registration. Make sure your registered address is up to date before you buy.
New cars: the dealer registers for you
Under Article 8(3), the maker, importer or dealer must send the car's production data and apply for the first registration on the buyer's behalf without delay, unless the buyer chooses to do it, and may charge a fee for this. Check that the name and alien registration number on the contract match your residence card and see how the fee and tax appear in the quote. We could not confirm from official sources what extra checks lenders apply to foreigners for installment or lease deals.
Used cars: transfer within 15 days
The buyer applies for the transfer (Article 12). Article 26 of the Registration Decree sets the deadlines: 15 days from purchase, 20 days from a gift, and six months from the end of the month in which an inheritance begins. When a licensed used-car dealer sells or brokers the car, the dealer normally files for the buyer; in private sales the buyer files, and the seller may file if the buyer does not. You must register a car in your own name before reselling it. Paju City's guide says late transfers cost 100,000 won within ten days, then 10,000 won a day up to 500,000 won; check whether your city uses the same scale.
Documents and costs
Paju City lists the transfer application and the transfer certificate as the common documents. The seller's registration card is optional, and the buyer must be insured beforehand, though the certificate need not be submitted. If both parties attend, each brings ID; an absent seller provides a seal certificate for car sales (or a signature confirmation) and a stamp, and a buyer's proxy brings ID and a power of attorney. You pay acquisition tax, a 3,000-won revenue stamp, a 1,000-won certificate stamp and any local bond required by your province. We could not confirm what a foreign seller can provide instead of a seal certificate.
Acquisition tax
Article 12 of the Local Tax Act sets 7% for private passenger cars and 4% for light cars; other private vehicles pay 5% (light cars 4%). The tax base follows the Local Tax Act, so confirm the amount at the counter or in the dealer's quote. Reductions for special groups are outside this guide.
Compulsory insurance
Article 5 of the Compulsory Motor Vehicle Liability Security Act requires every owner to hold liability insurance for death or injury to others and property damage cover. Under Article 3 of the Decree, liability insurance pays up to 150 million won per person for death (at least 20 million won), with injury and disability amounts set in annexes, and property cover pays up to 20 million won per accident. Each car needs its own policy, and Article 48 fines insurers that refuse to sign or improperly cancel compulsory policies, which is worth citing if you are turned away. These are minimums, so ask insurers about wider cover. We found no official rule on whether foreign driving history earns a discount.
Driving uninsured
Article 8 bans uninsured cars from the road. An owner who drives one faces up to a year in prison or a fine of up to 10 million won (Article 46), and simply failing to insure can bring an administrative fine of up to 3 million won (Article 48). Note your renewal date, and when you sell the car or leave Korea, check the order of canceling insurance and transferring ownership.
Checklist before you buy
Confirm your registered address and your Korean or valid license, book the registration visit within 15 days for a used car, insure the car in your name first, prepare the tax, stamps and bond, and check that the plate number and policy details match once you receive the registration certificate.
