English version

Sorting rubbish in Korea, the nationwide basics: pay-as-you-throw bags, food waste, recycling, bulky items and fines

Last checked: 20 October 2026 · compared against 3 official sources opened that day

Putting rubbish out is one of the most common stumbling blocks for newcomers: use the wrong bag and it is not collected, and you may be fined. The nationwide framework comes from the Wastes Control Act and the Ministry of Climate, Energy and Environment's guideline on separate collection of recyclables, while collection days, times and bag prices are set by each city, county or district. We checked the current law and guideline on 20 October 2026 and link to OByeolLab's local trash schedule for your neighbourhood.

Who sets the rules

Article 14 of the Wastes Control Act makes each city, county or district responsible for household waste in its area, so days, places, bag types and prices vary. Article 15 requires owners, occupiers and managers of buildings, which includes tenants, to reduce household waste and keep it separated by type and condition as local ordinances require.

General rubbish: volume-rate bags

Non-recyclable rubbish goes in the official volume-rate bags sold by your local government; under Article 14(5) the bag price is the disposal fee. Bags are made and sold locally under each area's ordinance, so when you move, ask the community service center or management office which bags to use and where to buy them. Wrap broken glass or broken lamps in newspaper; some areas require special non-combustible sacks for broken crockery.

Food waste

Food waste is collected separately, and Article 14(5) allows fees based on the amount thrown away, so systems differ: some areas use dedicated bags, others equipment that charges by weight. Ask your building management office or community service center which system applies, and which items, such as bones or shells, count as food waste locally. Everywhere, drain liquid and keep plastic and other foreign matter out.

Four recycling principles

Annex 1 of the guideline on separate collection sets out rules for each item, which come down to four steps: empty it, rinse it (or just empty containers that cannot be rinsed, such as toothpaste tubes), remove parts of a different material such as labels, caps, tape and staples, and keep each type separate.

Item by item

Flatten cardboard after removing tape and staples, and bundle newspapers and books dry. Rinse and dry milk cartons and put them in a carton bin, or tie them separately from other paper. Rinse glass bottles; return deposit bottles such as soju and beer bottles to shops for a refund. Rinse cans and remove plastic lids; empty gas canisters by pressing the nozzle in a well-ventilated place. Clear PET drink bottles go separately, rinsed, label removed, squashed and capped, in a clear or translucent bag. Remove labels and metal-spring pumps from plastic containers. Put clean plastic film and bags in a clear bag, put out only clean polystyrene and return packing foam to the shop where you can, and put clothes in clothing bins.

Things that look recyclable but are not

Thermal receipts, delivery labels, photo paper, baking paper, used tissues, paper bonded to metal and paper cups coated on both sides do not go with paper. Duvets, pillows, cushions, soft toys and worn-out clothes go in volume-rate bags or as bulky waste, not clothing bins. Dirty cling film, rubber gloves and food-stained polystyrene go in volume-rate bags, as does aluminium foil under local rules.

Batteries, electronics and lamps

Put batteries in battery bins or return them through electronics or watch shops, taping exposed terminals. Large appliances go back through the seller when you buy a new one, the free appliance pick-up service, or the local bulky waste system; small appliances go in dedicated bins. Put fluorescent tubes and LED lamps in lamp bins without breaking them.

Bulky items

Furniture and mattresses are collected as bulky waste after you report them in advance; the Ministry of the Interior and Safety's national household waste dataset excludes bulky waste for exactly this reason. Usually you report items to the district office or online, pay a fee and attach a sticker or report number before putting them out on the agreed day. Fees and methods vary, so check with your district office.

Fines

Article 8 forbids dumping waste outside designated places or methods, or burning or burying it outside permitted facilities. Article 68(3) sets an administrative fine of up to 1 million won for dumping, burying or burning household waste and for breaching the Article 15 duties. The actual amount depends on the Decree's criteria and the local authority, so we give only the legal maximum. Putting rubbish out in ordinary bags or on the wrong day can count as not following the required method.

Finding your local days and times

Collection days and times differ by district and even neighbourhood. OByeolLab's trash and recycling days page, built from the national household waste dataset, shows days, times and the responsible office's phone number in 16 languages once you pick your district. Compare it once with your district office's notice or your building's announcements.
