English version

How living costs are structured in Korea: deposits and monthly rent, management fees, utility bills, and paying by automatic transfer or virtual account

Last checked: 20 October 2026 · compared against 7 official sources opened that day

Renting a home in Korea brings a rush of terms: deposit, monthly rent, management fee, utilities. Knowing who you pay, on what basis and how makes contracts and bills far easier to read. We do not give prices, which vary too much by area and building. Instead we checked the current Housing Lease Protection Act, the Multi-Family Housing Management Act and Decree, the Immigration Act and the official K-apt and Korea Financial Telecommunications and Clearings Institute (KFTC) websites on 20 October 2026.

A map of monthly costs

Housing costs usually come in four parts: rent to the landlord (plus a deposit paid at the start), a management fee to the building office in apartments and officetels, utilities such as electricity, gas and water (sometimes billed with the management fee), and phone and internet. Foreign regional health insurance members also pay their premium in advance each month. Check who you pay for each before you sign.

Deposits and monthly rent

The two common arrangements are wolse, a deposit plus monthly rent, and jeonse, a large deposit with no monthly rent. The deposit comes back when the lease ends, but landlords sometimes cannot repay, so use the protections below. Check that the contract states the deposit, rent, payment day, whether the management fee is included, the term and special terms such as repairs or pets, and compare homes by the total you will pay each month, not the advertised rent alone.

Lease length and renewal

Under Article 4 of the Housing Lease Protection Act, a residential lease with no term or a term under two years is treated as two years, though the tenant may rely on the shorter term. Under Article 6, if the landlord does not refuse renewal or propose new terms between six and two months before the end, the lease renews on the same terms; the same applies if the tenant gives no notice by two months before the end. If you plan to leave, give notice in writing at least two months ahead.

Protecting your deposit as a foreigner

Article 3 gives a tenant who has moved in and completed resident registration the right to assert the lease against third parties from the next day. Foreigners register with immigration instead, and Article 88-2(2) of the Immigration Act says residence registration and address change reports take the place of resident registration and move-in reports, so your address change report after moving in is the starting point. Adding a fixed-date stamp on the lease gives priority repayment of the deposit if the home is auctioned (Article 3-2(2)); stamps are given by community service centers and registry offices (Article 3-6), and HiKorea also points tenants to the community service center for this.

What management fees cover

Under Article 23 of the Multi-Family Housing Management Act and Article 23 of its Decree, the management fee is the monthly total of ten items: general management, cleaning, security, disinfection, lifts, smart home network maintenance, heating, hot water, repairs and maintenance, and the management contractor's fee. The office may also collect usage charges on residents' behalf, including electricity, water, gas, district heating, septic tank and household waste fees, building insurance, residents' council costs and the TV licence fee, which is why one apartment bill often covers utilities. Fee breakdowns must be published, and K-apt says that from 25 October 2024 complexes of 100 or more households must publish their fees on K-apt, so you can compare buildings before you move.

Tenants get the long-term repair fund back

The long-term repair reserve on an apartment bill is legally owed by the owner (Article 30 of the Act), but tenants often pay it with the management fee. Article 31(8) of the Decree requires the owner to repay a tenant who paid it, and Article 31(9) requires the management office to issue a payment certificate on request. Get the certificate when you move out and ask the landlord for repayment.

Utilities and communications

In houses, studios or buildings without a management office, you may pay suppliers directly or the landlord may split bills. Ask who receives which bill, whether accounts must be moved into your name, whether the previous occupant's charges were settled, and how the home is heated, since winter heating can raise costs sharply. For phone and internet, see our mobile phone guide.

Ways to pay

Automatic transfer from a bank account or card is the easiest way to avoid late payment, as long as the balance is there on the day. Bills with a giro number can be paid on KFTC's Internet Giro, which KFTC describes as covering local taxes, national treasury payments, social insurance, electricity and telephone bills and other giro bills. Some bills give a virtual account number for that bill only; match the account, amount and deadline exactly, check the recipient name, and confirm any unfamiliar account sent by text with the landlord or the organisation's main number before paying. KFTC's Account Info service (payinfo.or.kr) lets you view, cancel or change all automatic bank transfers and card payments in one place; use it before closing accounts when you leave Korea.

Making a monthly budget

List fixed costs (rent, average management fee, phone, health insurance, transport pass), variable costs (utilities by season, food, household goods, rubbish bags), yearly costs (extension and card fees, trips home), money sent to family including transfer fees, and an emergency fund of a month or two of living costs separate from the deposit.

Moving in and moving out

On moving day, photograph the meters and the condition of the home. In the first week, make your address report, get a fixed-date stamp and set up utility accounts and automatic payments. Give notice at least two months before leaving. On leaving, photograph the meters, settle the management fee, get the long-term repair fund certificate and confirm when your deposit will be returned.
