Daycare and kindergarten for foreign children: who qualifies for childcare fees, kindergarten fees and home-care allowance, and what to check
Last checked: 21 October 2026 · compared against 6 official sources opened that day
In Korea the state and local governments pay daycare fees and kindergarten fees, and families who use neither receive a home-care allowance. Whether a foreign child qualifies, however, is set more by government guidelines than by the statutes. We checked the Infant Care Act and Decree, the Early Childhood Education Act and Decree, the Multicultural Families Support Act and a district office guide on 21 October 2026, and we separate what the law says from what still needs checking.
Daycare and kindergarten follow different laws
Daycare centers (eorinijip) follow the Infant Care Act and take children from birth; kindergartens follow the Early Childhood Education Act and teach children from age three until primary school. From three to five, both run the same national common curriculum, and support for that age is tied to it. Think of three kinds of support: daycare fees if your child attends a daycare center, kindergarten fees if they attend a kindergarten, and a home-care allowance if they attend neither.
Free childcare at daycare centers
Article 34 of the Infant Care Act makes childcare free, with the details set by decree. Under Article 22 of the Decree, children aged three or over on 1 January qualify when they receive the common curriculum at a daycare center, and younger children when they receive the daycare curriculum; children who turn three between 2 January and 1 March are included. The same article leaves everything else to the Minister of Education, whose yearly childcare program guide sets rates, eligibility and documents.
Free kindergarten education
Article 24 of the Early Childhood Education Act makes the three years before primary school free, with the cost paid in principle to parents. Article 29 of its Decree covers children aged three or over on 1 January who receive the common curriculum at a kindergarten or daycare center, for no more than three years. Neither text mentions nationality, and we could not confirm from the Ministry of Education's own guidelines whether foreign children qualify, so ask the kindergarten and your community center.
The home-care allowance
Article 34-2 allows support for children who use neither a daycare center nor a kindergarten, and suspends it while the child stays abroad for 90 days or more in a row. Article 23-2 of the Decree pays it monthly from the month of approval until February of the year after the child turns six, and backdates it to the birth month if you apply within 60 days of birth. Among the reasons for ending it, the Decree lists the cancellation of a child's refugee status, which implies recognized refugee children can receive it; ask your community center how this applies to you.
Nationality and registration numbers
Geumcheon-gu in Seoul states that childcare fee support is for children aged 0 to 5 with Korean nationality and a valid resident registration number, with disability and multicultural childcare fees subject to their own conditions. This appears to reflect the ministry's guidelines, but we could not open the ministry's guide itself. So the most we can say is that a child with only foreign nationality is probably not covered by government daycare fee support. Ask the community center for your child's registered address, giving the child's nationality and visa status.
Children of multicultural families
Article 2 of the Multicultural Families Support Act defines a multicultural family as one made up of a marriage migrant and a person who holds Korean nationality by birth, acknowledgement or naturalization, among others. Children of a Korean parent usually hold Korean nationality and apply on the same terms as other Korean children. Article 34(2) of the Infant Care Act allows extra support for disabled and multicultural children, which likely underlies the multicultural childcare fee the district mentions.
If your child is a foreign national
Whether a foreign child can get government support and whether a center will enroll the child are separate questions, so ask the center directly about enrollment and about the monthly fee and extras you would pay without support, and get them in writing. News reports say some local governments fund fees for foreign children from their own budgets; we could not confirm this from official sources, so ask your city or district childcare office.
How to apply
According to the district guide, you apply before your child starts daycare, at the community center for the child's address or on Bokjiro. A parent, guardian or other person actually caring for the child can apply, but only parents can apply online. You need the social security benefit application and your ID, and you pay fees with the government's Happiness Card, which you can request at the same time. Confirm your child's nationality, status and registration number first, ask which support applies, get fees in writing in case support is refused, and check the 90-day rule before long trips abroad.
