English version

Getting a mobile phone in Korea as a foreigner: identity checks, budget (MVNO) carriers, comparison sites and preventing identity theft

Last checked: 20 October 2026 · compared against 5 official sources opened that day

In Korea a phone number is more than a contact detail: banks, HiKorea, delivery apps and health insurance notices all verify you through a phone in your own name. That is why sign-up is strict and misuse can be a crime. We checked the current Telecommunications Business Act and the official Smart Choice, MVNO Hub and Msafer websites on 20 October 2026. We do not recommend any product or price.

Why you need a phone first

Installing a banking app, applying online on HiKorea or receiving deliveries usually needs a text-message check to a phone registered in your name. Get a line in your own name soon after residence registration and register the same number everywhere.

Identity checks when you sign up

Article 32-4(2) of the Telecommunications Business Act requires designated carriers, including their agencies and shops, to verify your identity through the fraud-prevention system when you sign a contract, and allows them to refuse if you are not the person named or refuse the check. Under paragraph 3 they may ask for an ID document. For foreigners this is usually the residence card; the Immigration Act also allows a mobile residence card with the same effect. Whether a passport alone is enough before registration, or only prepaid plans are possible, depends on the carrier, so ask first. A paragraph added on 31 March 2026 requires carriers to tell you that handing your phone to others for their use is punishable and can enable crime.

Never hand over a line in your name

Article 30 bans providing your service for other people's communications, with narrow exceptions, and Article 97 punishes this with up to one year in prison or a fine of up to 50 million won. Article 32-4(1) bans opening phones in someone else's name as a condition for a loan, advertising such schemes, and opening lines in another's name for fraud or gambling. Offers of cash for opening a phone, or requests to leave your phone behind when you leave Korea, can fall under these rules.

Major carriers and budget carriers

Korea has three network operators (SKT, KT and LG U+) and budget carriers, known as altteul-phone or MVNOs, that sell their own plans on those networks; MVNO Hub shows which network each plan uses. Coverage is therefore similar, but customer service, shops, bundles and add-ons differ. Budget-carrier plans may come as a SIM or eSIM only, so if you also need a handset, compare the combined cost.

Two official comparison sites

Smart Choice (smartchoice.or.kr), run by the Korea Telecommunications Operators Association, offers plan recommendations and comparisons, handset subsidy lookups, eligibility checks for the 25% discount you can take instead of a handset subsidy, and a search for unrefunded telecom charges. MVNO Hub (mvnohub.kr), run by the Korea Association for AI&ICT Promotion, compares budget-carrier plans, including eSIM plans. Many listed plans are discounted only for a few months and then rise, so compare the price after the discount and the total over one or two years.

Choosing a plan step by step

Write down your monthly data, call time and where you have Wi-Fi. Avoid contracts longer than your remaining period of stay, because early termination can cost a penalty. Decide whether to keep your handset or buy one, and if buying, compare the subsidy against the rate discount on Smart Choice. Shortlist three plans, mixing major and budget carriers, and compare totals. If you call family abroad often, factor in international calls or messenger apps.

Checklist before you sign

Check the price after any discount and for how many months the discount lasts; the contract length and how the early termination fee is calculated; optional add-ons and when you can cancel them; handset instalments, their term and interest shown separately from the plan; the payment method and how you receive bills; and that you received a copy with your name and registration number correct. Do not sign anything you do not understand.

A free service against identity theft

Msafer, run by the Korea Association for AI&ICT Promotion, describes itself as a free public service provided by carriers under Article 32-6 of the Act. You can see every line opened in your name, block new mobile sign-ups in advance, and get email alerts when a line is opened. The help line is 1670-1382, weekdays 09:00 to 18:00 with a lunch break from 12:00 to 13:00. Use it if you lose your ID or receive an unexpected sign-up text.

Changing numbers or leaving Korea

When you change numbers, update your bank, HiKorea, health insurance and employer. When you leave Korea for good, check remaining instalments and penalties and cancel the line yourself; Smart Choice can show unrefunded charges. Do not pass your phone or SIM to someone else.
