English version

Credit cards and loans for foreigners: issuing rules, reporting a lost card, the 20% legal interest cap and avoiding illegal lenders

Last checked: 21 October 2026 · compared against 8 official sources opened that day

The longer you live in Korea, the more likely you are to need a credit card or a loan. Foreigners often find bank lending hard to access, and illegal lenders target exactly that gap. We checked the Specialized Credit Finance Business Act and Decree, the Interest Limitation Act and its rate decree, the money-lending act and decree, and the Financial Supervisory Service (FSS) pages on illegal lending on 21 October 2026. This is not financial advice; ask the lender about any specific product.

Getting a credit card

Article 6-7 of the Enforcement Decree requires applicants to be legal adults, or at least 18 if they can prove current employment, and to meet a personal credit score threshold set by the Financial Services Commission, unless the card company can verify, or you can prove, enough ability to pay. Card companies also check for overdue debts. Newcomers have a short Korean credit history, so proof of employment and income helps. We could not confirm which extra documents card companies ask foreigners for.

Debit cards with a small credit line

The same article exempts combined debit and credit cards with a small credit limit set by the regulator from the score threshold, which may suit people starting to build credit. It also bans recruiting with gifts worth more than the annual fee, street recruiting and unsolicited home visits, so ignore people handing out gifts for card sign-ups on the street.

Never lend or sell your card

Article 15 of the Act forbids transferring a credit card or pledging it. Offers of cash for your card or card details can drag you into crime and leave you with debts; the same goes for bank accounts, covered in our banking guide.

Losing your card

Under Article 16 the card company is liable from the moment you report a loss or theft, and for use in the 60 days before the report (Article 6-9 of the Decree), unless a contract makes you liable for your own intent or gross negligence as written in the contract. It is also liable for forged cards, card details obtained by hacking and cards issued in your name through identity theft. While a disputed charge is investigated, the company cannot collect it. Report a lost card immediately and note the reference number.

The 20% interest cap

The Interest Limitation Act and its decree cap interest on loans at 20% a year; excess interest is void, payments of it count against the principal and can be reclaimed, and loans under 100,000 won are not covered. Registered lenders lending to individuals are also capped at 20% (Article 8 of the money-lending act and Article 5 of its Decree), and fees, commissions, deductions and late charges all count as interest. If interest was deducted up front, the rate is calculated on the amount you actually received.

Contracts that are entirely void

Article 8-2 voids the whole contract, so the lender can claim neither principal nor interest and must return what it received, when the lender demanded sexual images, trafficking, bodily harm, organ donation or forced labor; used violence, threats or confinement or exploited desperation for grossly unfair terms; or charged more than 60% a year (Article 5-2 of the Decree). Unregistered lenders cannot collect any interest at all (Article 11).

What the FSS calls illegal lending

The FSS lists interest above the 20% legal maximum, advertising loans without registration, collection with violence or threats, and charging borrowers a brokerage fee. Its example: borrowing 300,000 won and repaying 500,000 won a week later works out at 3,476.2% a year. Illegal collection includes not identifying yourself, repeated calls or visits between 9 pm and 8 am, telling family or others about the debt and demanding unrelated personal data; demands for contacts, body photos or app installs can make you a victim of, or unwitting party to, other crimes.

Protecting yourself

Check that a lender is registered with the FSS (1332) or your local government before borrowing; ignore loan ads by text message, flyer or business card, which the FSS treats as illegal lenders; always get a written contract and keep receipts and transfer records; and report illegal collection or high interest through the FSS one-stop report or 1332, calling 112 if you are threatened. The 1332 line is charged at the caller's expense, and we could not confirm whether it offers foreign-language help.
