English version

Canceling a phone or internet contract: early termination charges, moving your internet, and wrapping up before you leave Korea

Last checked: 21 October 2026 · compared against 2 official sources opened that day

Phone and internet plans in Korea are often sold with contracts, and leaving early means paying back the discounts or subsidies you received. To keep those costs down when you move house or leave Korea, it helps to know the common rules. We read the mobile and broadband sections of the Fair Trade Commission's Consumer Dispute Resolution Standards and the Telecommunications Business Act through the Korean Law Information Center API on 21 October 2026. Each carrier's terms and amounts differ, so check yours before canceling.

What you may be charged

Early termination usually involves repaying contract discounts or subsidies, any remaining handset installments if you bought the phone on installments, and, for internet or bundles, waived installation fees or bundle discounts. Article 32-15 of the Telecommunications Business Act requires carriers to show and bill handset costs separately from service charges, explain installment terms and extra costs, and write subsidies and their conditions into the contract. Before canceling, lay out your contract and latest bill and check each item separately; closing the line does not wipe out handset installments.

Were you told the terms?

Article 32-11 requires mobile carriers to offer a rate discount to users who sign up without a subsidy, including those who bring their own phone. Article 50 bans carriers, agencies and shops from failing to explain, or misrepresenting, charges, contract conditions and discounts. If what you were told differs from the contract, that can itself ground a complaint, so keep a copy.

Moving your internet

When you move, you either transfer your internet to the new address or cancel it. For broadband, the standards say that moving during the contract to an area where the service is unavailable allows cancellation without charges, and that if the product available at the new address is less than half the contracted speed, you may cancel by paying half the charge. Ask the carrier in advance whether your product works at the new address and whether there is a moving fee, and get any refusal in writing; the standards are a basis for resolving disputes, so evidence helps.

Leaving Korea

The broadband section notes that emigration or study abroad of a year or more allows cancellation without charges if you submit proof, though discounts received must be returned. Ask the carrier which documents it accepts. The standards contain no similar rule for mobile phones, so ask your carrier how charges and remaining installments are handled when you leave, a few weeks before departure. Keep your payment account open until the final bill is settled.

Returning equipment and the termination date

Carriers must collect modems and set-top boxes within five business days of the termination date or an agreed date, and cannot hold you responsible for loss or damage after that. If the termination date is disputed, the application date counts when you cannot prove the requested date, and the dispute date counts when neither can be proved; charges after termination are refunded. Cancel in a way that leaves a dated record.

Other charge-free cancellations

The standards also allow cancellation without charges when broadband outages of an hour or more happen three times a month or total 24 hours in a month, or after an automatic renewal you did not agree to. For mobile phones, poor call quality where you mainly live, work or receive bills allows withdrawal within 14 days, cancellation without charges from day 15 to six months, and after six months cancellation if the carrier has not fixed it within a month of your complaint, as measured by an engineer. Contracts opened through identity theft are canceled, with payments refunded and no further charges.

If you cannot agree

Article 45-2 sets up a Telecommunications Dispute Mediation Committee under the Korea Media and Communications Commission for disputes over signing, using and canceling contracts, and over unexplained or misrepresented terms. It must review a case and draft a settlement within 60 days, extendable once by 30 days (Article 45-5). File a formal complaint with the carrier first and keep your contract, bills and call records. We could not confirm which languages the committee supports.

Checklist

Check the contract end date, remaining installments and refunds owed; ask whether your product works at the new address; confirm the proof needed for emigration; cancel with a dated record and a reference number; return equipment within the five-day window; and keep the payment account open until the last bill is paid.
